Program Guidelines for Planned 6th year (Rank I/Rank change only)Programs

Required Content for Program Review Documents leading to Rank Change
  • The EPSB must approve all certification programs. The Council on Postsecondary Education (CPE) must approve all degree programs.
  • Proposals for new degree programs must follow CPE format and submission schedule. Contact CPE for additional information.
  • All program review document (old language: folio) revisions/additions/deletions MUST be initiated by the Chair/Dean of Education as all certification issues fall under the responsibility of the Dean. All programs must follow established guidelines. Programs not submitted by the Chair/Dean or not meeting the guidelines will be returned to the institution.
  • Updated, program review documents to all approved certification programs must be submitted 12 months in advance of the on-site continuing accreditation visit (18 months in advance for a first accreditation visit).
  • New certification programs must be submitted by February 15 for fall semester implementation and by September 15 for spring semester implementation.
  • Terms used in the programs are to be consistent with NCATE (see Professional Standards for the Accreditation of Schools, Colleges, and Departments of Education, 2006 Edition).
  • Program submissions are intended to be brief. Pages must be numbered. Submissions must be dated.
  • All programs must be submitted electronically. Submissions may be submitted via institutional website, email (Allison.Bell@ky.gov) or disc/CD along with one hard copy of each program review document to the Division of Educator Preparation.
  • After programs have been reviewed by Division of Educator Preparation staff, Content Area Review Committees, the Continuous Assessment Review Committee (CARC), and the Reading Committee, a Program Review Update identifying concerns will be generated and sent to the institution requesting clarification and/or additional information.
  • The institution should respond to the Program Review Update by submitting a rejoinder. One copy of the specific revised page within the program is needed. All concerns/questions in the Program Review Update should be outlined in a letter.
  • A final Program Review Update indicating program status will be sent to the institution’s Educator Preparation Unit Dean/Chair and a copy of the report will be distributed to the Board of Examiners team during on-site visits for a recommendation vote.
  • Program contents organization matrices will be provided via email upon request.
  • These Program Guidelines go into effect for institutions submitting programs for 2008 submissions.
  • With new (not previously approved by EPSB) certification programs seeking approval, the institution must submit a one-page executive summary along with the hard copy of the program review document.

I. Conceptual Framework
If the proposed rank change only program shares the same conceptual framework as the other approved programs, the unit’s conceptual framework document does not have to be submitted; however, this portion of the document should demonstrate the relationship between the proposed rank change only program and the unit’s Conceptual Framework.

II. Continuous Assessment Plan
If the proposed endorsement program shares the same continuous assessment plan as the other approved programs, the continuous assessment document does not have to be submitted; however, the unit should include an overview of how the rank change only program will implement the unit’s continuous assessment plan to assure:

  1. each candidate’s mastery of content prior to exit from the program. It must incorporate the assessment of the appropriate performance standards.
  2. assessment of the program. Must show specific procedures used to receive feedback and make recommendations to the program/unit.

III. Program Experiences
Show the relationship among the conceptual framework, the continuous assessment plan, the rank change program, the courses and experiences, and the Experienced Teacher Standards. Syllabi for all courses in the program must be included.

KERA Initiatives: The program document must demonstrate the integration of the KERA initiatives if they are applicable to the proposed program.

IV. Themes
Show the integration (matrix, diagram, narrative, etc.) of the following themes:

  • diversity (with attention to exceptional children including gifted/talented, cultural and ethnic diversity)
  • technology
  • literacy
  • Code of Ethics
  • leadership

V. Program Faculty
List name; highest degree, field, & university; assignment; faculty rank; scholarship, leadership in professional associations, and service; and relationship (full-time, part-time, etc.) to the institution, unit, and program. Do not send vitae.

VI. Curriculum Contract/Guidesheet
Attach a copy (see below for minimum requirements).

Minimum Requirements - Student Curriculum Contract/Guidesheet

  1. Name of IHE, name of program, resulting certification with appropriate grade level
  2. Student's name
  3. Required course work (prefix, number, hours)
  4. Elective hours/choices, etc.
  5. Program exit requirements (GPA, portfolio, action research, other)
  6. Space for student and advisor to sign and date

Additional information as of August 2003

  • Proposals submitted to the EPSB must include a one-page executive summary that includes the following: theme of the unit, brief description of the implementation of the continuous assessment plan, KERA initiatives, and EPSB themes, unique features of the program, and rationale for the implementation of the program.
